Debra J. Lipson, M.H.S.A., is a senior fellow at Mathematica, a public policy research firm. Ms. Lipson is a nationally recognized expert in ,federal and state Medicaid policy, particularly Medicaid managed care, long-term services and supports (LTSS), and integrated care for Medicare-Medicaid dually eligible individuals. Specializing in qualitative research methods and comparative policy analysis, her research interests over the last 35 years have focused on federal and state oversight of Medicaid managed care programs, the development and use of Medicaid quality measures for home and community-based services, and strategies to strengthen the direct care workforce. She has published widely in peer-reviewed journals, including Health Affairs and Journal of Disability Policy Studies, and is currently a member of the editorial board of GSA's Public Policy and Aging Report.
